Planning Board Zoning Changes Scheduled for May 14 Meeting

On May 14, 2008, the West Windsor Planning Board will be considering changes in zoning for over 5,000 lots, the vast majority of which are non-conforming, in the central portion of the Township currently zoned with a minimum lot size of 1 2/3 acres.  The changes are an effort to implement Master Plan recommendations intended to more closely relate the zoning, including the minimum lot size and the size of houses that can built, to the character of existing neighborhoods.  The Planning Board review is a continuation of a discussion among the Board and its’ professionals and with the public that began at a Planning Board meeting at the Grover Middle School on January 23, 2008 and continued on March 12, 2008.  The May 14, 2008 meeting will take place the Municipal Building.

The original zoning plan, coming out of the Master Plan, was to create two zones that better reflected actual lot sizes and development conditions in the Township’s core.  At the January 23, 2008 meeting, members of the public expressed concern that the proposed zoning would result in overdevelopment and houses out of scale with their neighborhoods.  In response to this input, the professional staff shifted to an approach where nine districts, better matching the characteristics of developed neighborhoods, would be created.  A tenth has been added as a result of the March 12, 2008 meeting, where the multi-district approach was well-received. 

The Board will also be considering minor changes to the existing 3 1/3, 1 2/3, and 1 acre zones to include land with similar characteristics to the lands already in each of those zones.  It will be reviewing as well ordinances dealing with accessory structures, a prohibition against residential development in common open space, and a prohibition against flag lots.
