Division on Civil Rights 2024-2025 Youth Ambassador Program
Applications due by Monday, July 15, 2024.
The New Jersey Division on Civil Rights (DCR) invites high school students with a passion for civil rights to apply to the 2024-25 Youth Ambassador Program. The Youth Ambassador Program empowers the next generation to work to eliminate bias and discrimination in their communities. DCR offers Youth Ambassadors mentorship, education, and leadership opportunities to encourage students to act as community change agents through education on the Law Against Discrimination.

Engineering Technician
West Windsor Township is seeking a full time Engineering Technician. Under the supervision of an engineer or other supervisor, assists in the performance of public infrastructure projects, including project definition, design, and coordination with consultants and contractors.  Maintains Township GIS and CAD systems.  Responsible for grant applications and permit compliance.   Assist with design, bid and award, and construction phases of municipal capital projects.  Review and comment upon engineering aspects of land development applications, including street opening permits, tree removal permits, and sewer connections permits for compliance with municipal codes. Review aspects of comments and testimony at Technical Review Committee and Planning Board meetings as required. Monitor construction phases of municipal capital projects and land development projects including inspections, punch lists, and guarantee action recommendations. Provide technical assistance to other Divisions and Departments.
Qualifications: Two-year degree in Civil Engineering or Civil Engineering Technology program. Three years technical experience performing engineering support tasks in the planning, surveying, design, inspection, investigation, and/or maintenance of various types of engineering projects. Possess a valid NJ Driver’s License. Ability to use Geographic Information System software (ArcView GIS) and Computer Aided Drafting software (AutoCAD Civil 3D) to produce standard prints and ad-hoc plots for field requests containing specific information derived from the connected model and various other data sources. Knowledge of stormwater management design principles and practices in New Jersey, especially the rules promulgated by the New Jersey Department of Environmental Protection.  Knowledge of the New Jersey Department of Taxation map requirements, or ability to learn. Ability to prepare technically sound, accurate, and informative reports of inspections, surveys, investigations, and analyses containing findings, conclusions, and recommendations.
Salary Range: $69,738.70-$94,837.97      

Human Resources Assistant
West Windsor Township is seeking a full time Human Resources Assistant. Under direction of Administration, this employee performs a wide range of human resources and complex administrative work consistent with existing laws, statutes, ordinances and other applicable regulations and Township policies and procedures. This position handles and protects confidential and personally identifiable information. Expected to work independently and exercise judgment. Serves as the Human Resources contact for Township Employees. Assists with the day-to-day operations of the human resources office and personnel related matters; performs complex administrative work including employee database file and folder maintenance. Coordinates the full-cycle compliant and diverse recruitment process. Serves as the Human Resources contact for Township Employees. Qualifications: Bachelor’s Degree from an accredited college or university and/or 3 years equivalent human resources work experience preferably in municipal government and or in a Human Resource position. Strong analytical administrative, organizational, filing and communication skills. Proficient in use of computer applications, including Microsoft Office Suite. PHR or SHRM Certification preferred.
Salary Range: $50,726-$75,589   

Accountant
The Township is seeking to hire a qualified individual who is responsible for the maintenance of the finance account system including cash receipts, disbursements, statement reconciliation, subsidiary journals, general ledger, various financial updates, and special projects. This position will maintain and process daily receipts from Trust, Current, Pool Utility, and Capital Funds, analyze accounts for the nature and accuracy of transactions, generate 1099INT year-end statements for Cash Performance Guarantee; work closely with the Chief Financial Officer, auditor, and Department Heads on all matters pertaining to the financial and escrow systems of the Township.
Qualifications: Bachelor’s Degree preferred in accounting, finance, business administration or related field. Experience may be substituted for a college degree. Two years of responsible accounting/bookkeeping experience.  Certified Public Accountant (CPA) or working towards certification preferred. Valid NJ Driver's License.
Salary Range: $59,724.39-$81,070.97

Violations Clerk
West Windsor Township is seeking a Violations Clerk for the West Windsor Municipal Court. Under the direction of the Municipal Court Administrator and the Municipal Judge, this position performs municipal court clerical work with strong customer service skills, including the collection of fees related to traffic violations and payment of fines related to costs for the Township Municipal Court. The work to be performed includes, but is not limited to data entry and Pedigree entry into ATS/ACS, maintaining E-ticket entry report, operating video conferencing software for virtual court sessions via Microsoft TEAMS and ZOOM platforms and may moderate in person court sessions maintaining log of court sessions. Preparing, reviews and certifies daily, weekly and monthly reports, applications and other documents for accuracy, Maintaining document retention list in accordance with the records retention schedule, maintain court record requests and provide documentation in accordance with court rules and regulations. Other functions unique to the Municipal Court. Required to adhere to the Code of Conduct for Judiciary Employees.
Qualifications or Requirements: Sound personal skills to handle correspondence from the public, attorneys’ offices, and other state agencies via telephone, email, fax, and in person, knowledge of general office methods, practices and procedures, proficiency with Microsoft Office 365, Word, Excel, Outlook, Video Conferencing software such as Teams and Zoom. High School Diploma or approved High School equivalency certification. Two years’ experience in clerical work. Experience with ATS/ACS, MACS, PcSAM, Page Center, Microsoft TEAMS and ZOOM preferred, but not required.
Salary Range: $42,054-$60,895

Building Inspector
West Windsor Township is seeking a Building Inspector. Under the direction of the Building Subcode Official, reviews Construction Permit applications and submitted designs for Code compliance and performs Building Inspections of new and existing buildings/structures and Mechanical Inspections of existing residential homes to ensure compliance with the approved designs and with the State Uniform Construction Code Regulations and enforces same to ensure public safety, health, and welfare; does related work as required. Reviews plans of proposed structures and proposed rehab of existing structures as per the New Jersey Uniform Construction Code Regulations for conformity with the same. Inspects construction jobs, checks quality and amount of work completed for Code compliance. May give assignments and instructions to employees and may supervise the performance of their work. Performs Building and Mechanical Inspections as required.
Qualifications or Requirements: Possess a valid license as a Building Inspector High-Rise and Hazardous (HHS) and Mechanical Inspector, issued by the New Jersey Department of Community Affairs. Possess a valid N. J. State driver's license in good standing. High School Diploma or its equivalent. Working knowledge of SDL software, a plus.

Plumbing Inspector
West Windsor Township is seeking a Plumbing Inspector. Under the general direction of the Plumbing Sub-Code Official, the Plumbing Inspector performs plumbing inspection work involved to enforce relevant public health laws within the jurisdiction. Inspects for conformance with the approved plans and the National Standard Plumbing Code. Daily inspections of all plumbing work, gas installations, mechanical systems and storm drainage systems to enforce relevant public health laws. Receive and examines plans for plumbing work.
Qualifications or Requirements: Possession of a valid HHS (High-Rise and Hazardous) license as a Plumbing Inspector issued by the NJ Department of Community Affairs. Possession of a valid NJ State Driver’s license in good standing. High School Diploma or its equivalent. Working knowledge of SDL software, a plus.
Salary Range: $79,025-$104,512

Secretary I
West Windsor Township is seeking a Secretary 1 in the Code Enforcement Division. Under the supervision of the Construction Official the staff member will assist in the code enforcement process as outlined in the Uniform Construction Code. Answer telephones, schedule inspections, review applications for completeness with checklists. Interact with public and office personnel. Update a database with new applications, permits, certificates, and inspections. Collect permit, violation, and sewer lateral fees. Create correspondence and documents using Microsoft Word and Excel. Maintain department files, including scanning of documents into Township database. Manage stressful situations in a professional manner.
Qualifications or Requirements: High School Diploma or equivalent and two (2) years of secretarial/clerical experience with excellent customer service skills with the ability to handle stressful situations in a professional manner. Must have strong word-processing skills to include Microsoft Office Suite, Word and Excel; must be detail-oriented with strong follow-up skills.
Salary Range: $42,054-$60,895
